The Government of Kerala signed a Memorandum of Understanding with the Red Crescent on July 11, 2019. The function was held at the Secretariat in Thiruvananthapuram in the presence of Chief Minister Pinarayi Vijayan. The agreement was signed on behalf of the Red Crescent by Mohammed Ateeq Al Falahi and Life Mission CEO UV Jose. The contract was signed for one crore UAE dirhams (approximately 20.37 crore rupees). Of this, 70 percent is earmarked for housing and 30 percent for hospital construction. Although the government is also a partner, there is no mention in the MoU regarding the duration of the project or auditing.
Central approval is required to receive foreign aid
The UAE had announced aid to Kerala in 2018 during the floods. But the Center was not allowed to accept this assistance. The central government has said it will not accept foreign aid for disaster relief operations. Without changing this condition center, the state government is investigating how it signed the agreement with the UAE.
Previous central governments have taken a similar stance on the issue of foreign aid.
The Red Crescent is one such organization. It is considered as a relief when it provides assistance to the houses being constructed under the Life Plan. If so, the National Disaster Relief Fund should also be notified when receiving money from abroad. In addition, any project implemented in a state that receives foreign aid is referred to in the Union Budget.
